12V power supplies (or 12VDC power supplies) are one of the most common power supplies in use today. Linear regulated 12VDC power supplies regulate the output using a dissipative regulating circuit. They are extremely stable, have very low ripple, and have no switching frequencies to produce EMI.

You simply turn on the power supply without load, turn the current knob counterclockwise until it stops. The device 12 V 1.5 A, means that it wants a fixed 12 V and at most, will use 1.5 Amps current flow when running with 12 V. Since 1.5 is less than 3 and 12 = 12 then you should be OK.
How do you increase the current in a DC power supply?
Easiest way is to use 12V three pin regulator IC 7812. But 7812 IC is good for only up to one amp load current. To increase the load current use current boosting transistor along with 7812 as shown bellow. Dont forget to scale up your transformer and diode in proportion to current boosting.
