Why is Hexblade Paladin so good?
One level of Hexblade removes the MAD. Being able to focus on Charisma means paladins have better save DCs, higher bonus from Aura of Protection, and maintain their melee damage potential.

Oath of Devotion’s Sacred Weapon works great with Hex Warrior. Oath of Vengeance’s Vow of Enmity works great with Hexblade’s Curse to improve your crit chance against an enemy (which in turn lets you smite for big damage.)

Is 16/4 worth it for a Hexblade Paladin?
The issue with 16/4 is you don’t get the big gain on the warlock side with the 3rd level slots and a 3rd invocation. It really comes down to a choice of what you need/want. Hexblade Paladins can be tough to manage as they need (effectively) 4 stats to be decent. Using CHA as your primary attacking stat is great, but it ignores defense.
