All food that is genetically engineered should be labeled, regardless of whether the GMO material is detectable, and disclosure statements should be made through labels with clear understandable terms. OTA identifies this as the best practice in GMO labeling.

Why should we label all foods that contain GMOs?
One of the reasons to require labeling of GMOs is to make it possible to track health issues that may be related to the consumption of food containing GMOs. This is possible only if food companies are required to label all foods that contain GMOs.

How do GMOs affect the global poor?
When food becomes scarce (and expensive), it is the global poor that suffers most. Our calculations suggest that the magnitude of the impact of GMOs on reducing food commodity prices was the same or even bigger than biofuels had on increases of these prices (15-30\% reduction in the price of corn and soybeans overall).
