The way I successfully did it was:

  1. Connect SSD via SATA cable to a Mac.
  2. Disc Utility – Erase SSD, then partition SSD and give it a name.
  3. Insert flash drive with bootable OS ( icon appears on desktop)
  4. Click on OS icon.
  5. Click on new SSD and install.
  6. When cooked, remove SSD from Mac and insert into mac mini.
