Why is there so much melee in 40k?
Many reasons. One, the game is derived from Warhammer Fantasy Battles, many factions initially being transposed wholesale. So long-range guns were added to troops that carried swords, spears etc by default, and those melee weapons were upgraded as well so they became power swords, force weapons etc.
Why do Space Marines have swords?
Power weapons require great investments of time and rare materials to produce. Therefore, power swords are typically reserved for high-ranking members of the Adeptus Astartes or other powerful and influential members of the Imperium, such as Inquisitors, Commissars or Astra Militarum officers.
