Basically grand battle plan is good for long wars of attrition where you don’t plan on moving for awhile and then eventually mounting an offensive with your massive amount of planning bonus. Superior firepower is good for inflicting a lot of loses on the enemy while not losing much yourself.

Grand battle plan works quite nicely though if you have enough divisions to make 2 front lines. Then you can just rotate the planning bonus. One line attacks whilst the other plans. Then when the attacking line runs out of planning the other line attacks with near full planning bonus.
Is the battle planner worth it?
You need to be a virtuoso with the battle planner though. If you know how to use it (offensive stages, spearheads separating at stage 2 or 3 etc., using CP intelligently), it can be a powerful tool and carry you far. The max planning bonus is your greatest forte with GBP. Apart from that it falls behind all other doctrines.
Why do people hate grand battle plan?
Grand Battle Plan does suffer the most from AI division shuffling and punishes player favorite micro play/encirclements, which is the reason for much of the negativity. Not that you can’t micro when using GBP, just that it’s strongest bonuses require time to “develop” I almost exclusively play France and Czechoslovakia with GBP. No ragrets.
