The Iberian Coast (Portugal) is a very high traffic location and will kill a massive amount of convoys. But basically… if you are not finding any convoys… look elsewhere. The other issue is that the AI do not appear to build convoys (speculation based on observation)… so after their initial fleets are destroyed, there are no convoys left.
