From what I have seen, marks do not change in the rechecking exam usually. Only if a certain question was left unchecked by the examiner due to some reason, then your marks might change.

Yes IPU do provide grace marks in first year as far as I know. But grace is applied only when when you are not able to score more than the passing marks. Total grace marks= 6.
